Sargin Enterprises , Khazana Road Gilgit, founded in 1989, ever since registered as a pioneer in cross border trading.Being the very first registered member of then NACCI (Norther Areas Chamber of Commerce & Industry.
Started by Late Justice Shehbaz Khan , who used to be a lawyer by profession , started practicing law since 1983-84 made his way in business by establishing Sargin Enterprises. By that time Gilgit was capital of Northern Areas, where business activities with Peoples Republic of China were already in place through Khunjerab Pass.

Counting his services to the people of GB are numerous, Indeed, humankind, being the part of and having origin in nature must shuffle off the mortal/earthly coil to return to Nature. Those close to the deceased would recall how much he enjoyed a unique, multi-dimensional personality who energetically and assiduously kept striving all along, braving manfully and with an indomitable courage and unconquerable will the vicissitudes, first stepping in as practicing lawyer of repute then entering into ventures some three decades ago culminating in the first commissioning of ‘bricks plant’ in collaboration with the Chinese at Ganesh in Hunza in simultaneous with import of ‘coal’ from China whilst successfully seeking subsequently the Chinese technical assistance in building hydro-electric projects in this region.
On the other hand, he tenaciously and untiringly strove on the political front to seek improvement in governance in this region by championing the cause of determination of the constitutional status of G-B or else to exempt this region from levy of taxes in consonance with the ‘golden principle id est “No taxation without representation” as emanating from the two consecutive constitutional petitions filed in the Supreme Court of Pakistan through Habib Wahab ul Khairi Advocate which culminated in the apex court’s landmark decision of 1999.
Though his past political affiliations made him stand with Rightist PPP and this political connection showed him the way to KOT Lakhpat Jail along with PPP activists during Gen Zia’s martial law but with changing turns in terms of leadership in PPP from BB to Zardari, a lot had changed for real PPP lovers and so for him. Undoubtedly his services in terms of legal battles in Supreme /court of Pakistan and on all other available forums didn’t attract PPP’s leadership whilst in power during 2008 to 2013 and apparently he cornered himself from PPP with a dejected heart where he had felt no respect for services, ability, capacity , commitment and ideology. It has been on record that during the coarse of PPP government , CM Mehdi Shah was many times suggested by his political rival from PMLN Mr Hafiz to make use of such brains that were considered to be assets for PPP but all in vain. On public services issues, his endeavors for famous 18MW Naltar Hydro Project are extremely app-laudable.He was the sole personality to take this project from PC1 to get through corridors of KANA in Islamabad, then Planning Divisions markings , arranging the very first Foreign Investment through EXIM Bank China in GB and successfully executing the project with an illuminating gift to the people of Gilgit.
